The fight wouldn’t last a second let alone enough time for Goku to transform into a Super Saiyan. If the two of them were to face off in a one-on-one battle, Saitama would easily win. Saitama is a man that can defeat any foe with a single punch. Goku is an extraterrestrial being who has to lose a fight in order to get stronger. The mere comparison of strength between the two characters is crazy. He’s so addicted to achieving the pinnacle of strength that he searches for stronger opponents to face. On the other hand, there’s Goku, a Saiyan that has to continuously train and fight strong opponents in order to ascend to a higher level. So, he often defeats his opponents with one punch. He’s so strong that he became bored of fighting. This means as each day goes by he continues to get stronger without doing anything.

But! Saitama’s strength is incomprehensible. For instance, yes, Goku is a Saiyan, an alien warrior race, who has the ability to enhance his strength by transforming into a Super Saiyan. However, Saitama’s strength is often undermined by fans when compared to Goku. Although their feats are different, they have one similarity: defeating powerful opponents. Saitama is known for training so hard he went bald. For example, Goku is known for being so strong he can grow and change the color of his hair. In the anime community, people often debate which character is the strongest. Once the second half started it's comedy became reliant mostly on puns or visual gags, rather than physical comedy, such as exaggerated durability of it's characters.Bam! Just one punch is all it’ll take for Saitama to beat Goku. It got serious as the series went on, but in all honesty, never really lost it's gag manga roots with Toriyama's physical comedy and word play. Likewise, early Dragon Ball was more of a gag manga. We've seen 3 in times in Super that if you aren't keeping your guard (ki) up, conventional weapons can affect you. Compare this to Goku getting hit by Sorbet's laser while his guard was down, Krillin being injured by the bullet when he wasn't using his ki to protect himself, and Goku actively keeping his own ki down in order to not kill the bandits.

As such, while the bullet hit and hurt, it wouldn't have left an injury. This means, if we use DBZ and DBS logic that we have learned from Whis' training, his ki was probably unconsciously raised, as he was on guard but didn't have complete Ki control. Also, he was going all out in this scene (for Goku at the time). He did mention that it hurt and was holding his cheek.
